In 1975, Iowa Governor Robert Ray heard about the plight of the Tai Dam ethnic minority group that was fleeing communism in Southeast Asia. Despite opposition from many Iowans, Governor Ray set in motion policies that would allow nearly two thousand Tai Dam refugees to move to Des Moines, Iowa, thereby preserving their language and culture.
